The committee acted to adopt a policy for a COM Discretionary Fund (formerly the General Presbyter's Discretionary Fund) as follows:

A fund will be established for the purpose of meeting emergency and confidential needs of clergy and congregations of Albany Presbytery.  This fund will be financed and disbursed according to the following guidelines:

• The General Presbyter and the Chair of COM, after consultation with each other, have the discretion to disburse monies according to the stated purpose of the fund.

• An annual report, describing in general terms what amount of money has been spent and for what general purpose, shall be submitted to the COM for review.
